国内外交通隧道火灾事故统计分析及火灾规模研究

Statistical analysis and fire scale study of traffic tunnel fire accidents at home and abroad

  • 摘要: 为系统揭示交通隧道火灾事故的成因差异与致灾特征,基于国内外520起公路隧道、112起铁路隧道和114起地铁隧道火灾事故案例,统计分析各类隧道的事故成因与后果,并据此提出针对性事故对策。同时,结合交通隧道火灾设防规模统计,明确不同隧道类型的火灾规模建议值。结果表明,公路隧道火灾以车辆自燃为主因(64.4%),其次为追尾碰撞(23.5%)。追尾碰撞造成的伤亡人数最多,纵火和爆炸事故发生率低但单次事故伤亡率最高。铁路隧道火灾主要由电气故障(21.4%)、机械原因(14.3%)、列车碰撞(14.3%)和脱轨颠覆(17%)引起,其事故后果比公路隧道更为严重,其中机械原因导致的死亡人数最多(575人,死亡率为35.9人/次),电气故障导致的受伤人数最多(1 318人,受伤率为54.9人/次)。地铁隧道火灾主要由电气故障(43.9%)、追尾碰撞(14.9%)和纵火(18.4%)引起,其中纵火事故后果最为严重(死亡率为15人/次,受伤率为66人/次)。基于统计分析,建议公路隧道火灾规模取30 MW,单节铁路车厢和地铁车厢火灾规模分别取20 MW和15 MW。

     

    Abstract: To systematically characterize differences in the causes and consequence profiles of fire incidents among different types of transport tunnels, a database comprising 520 road-tunnel, 112 railway-tunnel, and 114 metro-tunnel fire incidents in China and other countries was compiled and statistically analyzed, and corresponding prevention and response measures were proposed. In addition, recommended design fire sizes for the three tunnel types were determined based on statistical data on transport-tunnel fires. The results showed that vehicle self-ignition was the leading cause of road-tunnel fires (64.4%), followed by rear-end collisions (23.5%). Rear-end collisions resulted in the largest total number of casualties, whereas arson and explosion incidents occurred infrequently but caused the highest average number of casualties per incident. Railway-tunnel fires were mainly caused by electrical failures (21.4%), mechanical failures (14.3%), train collisions (14.3%), and derailments or overturning accidents (17.0%), and their consequences were more severe than those of road-tunnel fires. Mechanical causes resulted in the largest number of fatalities (575 fatalities, averaging 35.9 per incident), whereas electrical failures resulted in the largest number of injuries (1,318 injuries, averaging 54.9 per incident). Metro-tunnel fires were mainly caused by electrical failures (43.9%), rear-end collisions (14.9%), and arson (18.4%). Among these causes, arson resulted in the most severe consequences, averaging 15 fatalities and 66 injuries per incident. Based on the statistical analysis, a design fire size of 30 MW is recommended for road tunnels, while design fire sizes of 20 MW and 15 MW are recommended for a single railway and metro carriage, respectively.
