Abstract The influential factors are complex in a tunnel with a short clear distance and a large span, and the risk during the construction period is relatively high; it is necessary to set up a management system to control the risk. In order to collect and analyze all kinds of accident data for short clear distance and large span tunnels combined with construction site experience, a risk index rating system was created and a management plan for the construction period was developed. The ANP method is introduced to comprehensively analyze the relationships among every index in the system and calculate the whole weight of every index: then the construction risk source can then be found and a related effective risk control strategy can be made. The Cuipingshan Tunnel project in Guangan proves that risk management can improve safety in the construction period and guarantee smooth completion of the project.
